In common with other states, a governor administers Maharashtra and a Council of Ministers elected from members of the legislature and headed by the leader of the majority party.

The cabinet in the name of the governor exercises executive authority in the state. The district collector and chief executive officer-responsible for collection of land revenue and special taxes and for coordinating the work of other departments, are the key figures within the local administrative areas.

The judiciary, a High Court headed by the chief justice and a panel of judges, is based in Mumbai. There is a bench of this court also at Nagpur.

The legislature consists of two houses: the Vidhan Parishad (Legislative Council) and the Vidhan Sabha (Legislative Assembly). Both bodies meet for regular sessions in Mumbai and once annually in Nagpur. Maharashtra is represented in the Lok Sabha and the Rajya Sabha (which are, respectively, the lower and upper houses of the Indian Parliament).

The Public Service Commission and a State Selection Board select candidates for appointment to all state services. This process is carried out largely by means of competitive examinations.
